The city is mentioned in the comments - it is Baltimore. This isn't UBI, it's just another targeted handout. Because it is means-tested, it might stand, but the family status and age restrictions make me think that it is open to legal challenges. I'm betting it will be breeders who fall outside of the window who sue, though.
