This story is all sorts of screwed up, between the kiddy diddler, the negligent moo, and the back-asswards government that won't let an 11 year old rape victim have an abortion. Moo is crying that she told authorities two years ago that her husband was abusing her daughter (because now she's in trouble for doing nothing). Are you not allowed to leave your husband in Paraguay? Why was she still with him???

Yes, a woman can divorce in Paraguay. However, divorce was legalized in 1990 and socially women are still not treated as equal to men. While the constitution of Paraguay guarantees the same rights to women and men, the law, at times, is broken or is not fully enforced everywhere. Many women are still stuck in the very old arrangement where their husband is their income. If she has no family that can feed her and shelter her, she has no place to go, since her husband is her shelter and is her income. Laws alone are not enough. Paraguay still needs social and economical changes to make women really equal to men.
