Ryan is likely going to retire. I suspect that he is seeing election turning the other way when 2020 arrives. Most of this anti-choice abuse is hopefully going to see end to it, although I am a bit disappointed in the lack of progress in that respect with the last administration.

The numbers that you are showing are not sustainable by most average incomes in the USA. It is no wonder that most parents with disabled kids end up on public assistance and taxpayer pays the bill. People who oppose abortions, they effectively support tax increase because money has to come from somewhere.
