Italy wanting more young Italians

I first thought people were going to start trading unwanted kids for agricultural land when I read the title, but it looks as if they are giving it away for breeding. Ugh

I would be amazed if this worked. Once a society goes to a certain point in demographics, it doesn't reverse, and I think Italy has reached this point.
