Even if this duh is sterilized it wouldn't stop him from potentially finding a dumb moo who already has children which he endangers, so sterilization for him is only half the battle. The other half is getting moos to stop breeding/dating/living with imbeciles. And based on what we read in BreakingMamh this seems a very lofty goal.
