Why is there no "ignore user's posts" option?

There are a few people (well, just one, really) who I wouldn't mind blocking, but I don't see an "ignore user's posts" option anywhere. Is it non-existent, and if so, why?

I tried to install the module, but there is some code that needs to be edited and I got frustrated trying to find where it says to insert the module code into read.tpl.

In theory, an Ignore module would be a nice thing; but in reality, it isn't all that because it won't ignore posts where someone else quotes the person you're trying to avoid.
