Adoption agencies have strict criteria (usually). Breeders, whose combined IQ's would barely hit triple digits, have none.

Even babies can swim. There's no excuse to let kids drown.

A few seconds is all it takes. Drowning is silent, fast, and "doesn't look like drowning" (victim often doesn't thrash or call out). Parents need to learn this shit before getting a pool or taking their kids swimming.
