The article didn't mention that the breeders can get tax-free SSI checks (allegedly "for the children") when they get their brats diagnosed with ADD, depression, bipolar disorder and other problems. If the breeders don't get the medical decision they want with the first doctors they see, they shop around for someone who will say the kids are nutty and prescribe the drugs.
