Two decades from now this program will be on the verge of collapse. Simple mathematics dictates that it will have to at the very least, double in size and scope, as the poor population will, at the very least, reproduce itself once over. When that day comes, those who call for the program to end will be chastised as being racist, sexist, bigoted, anti single mother, or whatever the current insult du jour happens to be. Those in favor of the program will say that the program would've worked better if only it had been funded more, paid out greater benefits, included more people on the dole, etc. etc.
Justin Trudeau is a typical Limousine Leftist. He was born on third base and thinks he's hit a home run. He believes that government should run people's lives. He has no knowledge of classical economics, and has accumulated little in the way of life experience when it comes to human nature. Did this man, the son of a former prime minister, ever actually work a day in his life? Let's be real here... he's never had to compete on a level playing field, and work to survive. As a result, he subscribes to the socialist doctrine--the immoral belief that it's okay to steal the fruits of the labor from one group and give it to another, all in the name of "social justice." At the at the end of the day, he gets into his limousine, retires to his mansion, and eats gourmet food. He thinks he's done a good deed. I am curious if the tar sands miner, putting in a 55 hour week of toil, shares that same opinion.
In a truly just nation, there would be no benefit for bearing any children, or not bearing them. Government would not be in the business of influencing people's personal decisions in any direction.

I live in a place where breeders get lots of money for having kids. In case you have a low-wage job, you'd better calve because you get much more money and still the birth rates have gone down a lot. I posted here about a town which launched a welfare program offering 10.000 euros per loaf in order to increase births. The program failed and they stopped it this year.
Of course, now everybody is moaning that the government should pay more because the welfare now it's not enough.
