This is not at all uncommon. I can think of quite a few children that I've worked with that have staff hired soley for their needs. One student could basically be costing the school's county up to 75K per year for one specialist. If there aren't special schools in the county, and the child could not possibly receive a fair education without the extra staff member, I don't really have a huge problem with it. For example, our county has an interpreter for the deaf, and a visually impaired specialist to work with the deaf and blind children. The nearest school for the deaf and blind in my area is hundreds of miles away. Most of these children are intelligent despite their impairments, and will be productive members of society. I do have a real problem with extra staff being hired to be personal aids, or assistants for children with behavior disorders because their parents don't want them sent to our county's behavior disorder school. These kids are huge disruptions to the teacher and other students, and will, in most cases, be a drain on and a danger to society. I do hate picky parents who fight the system over every little thing--the behavior disorder kid's parents usually do. Some parents want the school to fix their kid, and that's usually not always possible.
