The Tories plan to reward families where one parents chooses to stay at home to look after a child
Millions of mothers have been "pressurised" by Labour to return to work, the Tories claimed yesterday as they unveiled a series of proposals designed to capture female votes.
A major report ordered by David Cameron said the Government's approach to working women had been to "compel, to lecture and to condescend".
Benefits and regulations have been skewed to help working mothers, while those who stay at home have been stripped of tax breaks such as the married couples' allowance.
For many women, a sensible "work-life balance" remains elusive.
The report says 41 per cent of parents spend two hours or less with their child each day and just a third of families eat together regularly.
In response, the Tories are pledging to rebalance the tax system to reward families where one parent chooses to stay at home to look after a child.
Full details will not be unveiled until closer to the next election, but their reforms could mean an extra £3,000 a year for some couples.
The Conservatives say they would end the "couple penalty" in the benefit system which gives a single parent the same amount as couples - effectively encouraging people to separate and claim extra cash.
But they are risking a row with business leaders by proposing a dramatic extension of the rights of workers to request to go part-time.
They are pledging to allow all parents with under-18s - not just those with under-sixes or disabled children, as at present - to ask for family-friendly hours.
Yesterday's report from the Conservative Women's Policy Group made clear the party wants to go further still.
"Eventually, our ambition is to make flexible working available to as many people as possible," it said.
The wide-ranging report also proposes measures to close the persistent pay gap between men and women; to encourage greater choice in childcare; an extension of restraining orders to deter stalking and harassment; a benefits crackdown on men with more than one wife; one-to-one interviews for foreign women arriving at UK airports to prevent "people trafficking"; a review of rape sentences, and teaching sexual consent as a compulsory part of sex education lessons.
Shadow women's minister Theresa May said: "The Government has one model, which is that it assumes that all women will be in the workplace.
"Through the benefits system, it has been trying to push women down that particular path.
"What we want to do is to have a situation where women and families are able to choose what's going to work for them."
Labour Women's Minister Barbara Follett said: "The Tories are a maledominated party who are only after women for one thing - their votes.
"Why should any women trust Theresa May to understand and act on their concerns when she has opposed every change to improve women's lives?"
