A generation of babies are being doomed to a life of crime, educational failure and poverty before they reach the age of three, according to a major study of social breakdown.

They are born into such disadvantaged and dysfunctional families that they are already lagging way behind their contemporaries by the time they start nursery school.

The findings were unveiled by former Conservative leader Iain Duncan Smith, who said: "The life outcomes for these children are virtually set in stone by the time they are three."

His Social Justice Commission has uncovered disturbing evidence of a growing underclass in four cities - London, Glasgow, Manchester and Birmingham.

In some parts of the country, it found six out of every ten families are led by a single parent, youth employment has soared and generation after generation is dependent on welfare handouts. (i doubt this its unemployment it makes no sense if it mentioned employment)

Mr Duncan Smith has launched a cross-party study of the impact of social breakdown on the youngest children, pooling resources with Labour MP Graham Allen and the Labour-supporting think-tank, the Smith Institute.

Yesterday he pointed to evidence that the first three years of a child's life are crucial to their social and development.

Scientific research suggests the 'emotional brain' - which determines how an infant relates to others - is largely formed in the first 18 months.

"What is breathtaking is that the evidence shows if a child is born into a home where they are nurtured, where conversation takes place, where they are read to even at an age where they can't understand, what happens is that the child's brain develops," said Mr Duncan Smith.

"Their social skills develop, they go off to nursery school able to learn from the next phase of their education.

"If they don't have any of that, if they are not challenged, if they're sat in front of a TV for hours and hours on end, if there's anger and shouting, if they witness their mother being abused or some boyfriend takes a dislike to them, then studies show that child will arrive at nursery school often not able to speak properly.

"Certainly they will be unable to conceive of the idea of sharing or socialising with other children.

"Once they are behind their peer group, it is very difficult to rescue them and they are likely to end up involved in crime or drugs.

"One lesson is that it costs three times as much to help a teenager who has fallen behind as it would to stop it from falling behind by helping its family at the earliest stage of development."

Half the children in inner London live below the poverty line - defined in the report as an annual household income of £11,000.

Crime is three times higher in the most dangerous areas than in the safest, and unemployment is almost 50 per cent in some places.

The report recommends policies to reverse social breakdown.

Mr Duncan Smith said the voluntary sector should be harnessed to tackle poverty and disadvantage, welfare should be reformed to end the 'something for nothing culture', and tax breaks should be introduced to support marriage.

RAISE YOUR OWN DAMN KIDS, AND THAT DOES NOT MEAN PLUNKING THEM DOWN IN FRONT OF THE BOOB-TUBE. PLAY WITH THEM, READ TO THEM, ETC ETC..
