In my state, people who apply for welfare must list all their household resources and income in my state, and they have to turn over any child support to the state. They also can stay on welfare for only five years. Is that different in your state?

I think it is frustrating because the general work income limits of 1,180 a month gross pay haven't been updated for quite a while. They consider Gainful Activity (which seems to have a dollar amount apparently) and if you go above that income limit, (even simply through a raise if nothing else) then it becomes Significant or Substantial Gainful Activity and you thus are no longer considered 'disabled' (and can lose your disability payments.)
As for someone having kids as poor to get welfare, I had read an article on someone who did just that. It was a young woman in the US who was poor and going hungry and could barely survive on what she had. I might be remembering wrong, but she might have gotten rejected for welfare or not given enough because she didn't have kids. She didn't actually want kids, but she was very desperate, and she saw all of the food and money and help parents get, that she got knocked up so she could get enough to survive.
I've heard some people on here say that the welfare office people try to tell them to have kids so they'll get more. I think this is sad that even the workers know the pay is not adequate, so they advise people of the main 'method' to get more, even if it only reinforces the brokenness of the system at the end.

Of COURSE, the real answer is don't have kids, but we can't seem to convert people fast enough. So many people fall for the hype, and/or it's all they know.
I think the only ones who live "well" from welfare are the folks who have friends or relatives they can live with (generally not terribly stable arrangements) or are willing the shelter-hop (also not great). I DID see some of these types when I worked at a women's shelter. But they have been raised in such a low class breeder culture, they REALLY cannot imagine or manage another type of life.

When the baby was born, she had the usual rosy-lenses teen fantasy that she might be able to keep the baby. Her parents told her , especially since the baby was biracial, that she would not be allowed to come home unless she gave it up. She spent the rest of her teens and early 20s obviously(to close friends, not to her!) "looking" for that baby, and yearning to replace it. So she did--and, surprise!!--with an alcoholic! Actually, and unbelievably that (newer) baby grew up to be an educated successful woman who "only" bred once---after beginning a decent career and marrying a fellow who was also well employed. So.... It's really not always so clear cut.

The circumstances were still mitigating regardless of the time period.
