The controversial move came a step closer yesterday when a pilot study found medical abortions outside "traditional" hospital clinics were safe and effective.

The Department of Health, which backed the research, has already signalled its support for a wider range of early abortion centres as part of a campaign to cut waiting times.

At present, the law allows abortions only in NHS hospitals and approved private practice clinics, but the Health Secretary has powers to extend it.

Around a third of 131,000 terminations before ten weeks are carried out using early medical abortion - as opposed to surgical termination.

Women can have a medical abortion up to nine weeks of pregnancy using drugs prescribed in two stages. They first take a tablet called mifepristone, which blocks the action of the pregnancy hormone.

Up to 48 hours later, they then take a second drug, misoprostol, which causes bleeding to complete the abortion, a process that normally takes three to six hours.

Pro-abortion campaigners say the law should be changed to allow women to take drugs to complete the second stage at home, which happens in many other countries.


Based on the findings from the pilot studies, public health minister Dawn Primarolo said the Government would now consult with medical professionals, local NHS practices and patients about making early medical abortions available outside hospitals.


It is unlikely they will express any doubts about the proposed relaxation of the rules.


The Department of Health said the findings showed that "large community contraceptive centres, cottage hospitals or polyclinic-type settings could offer a safe, high-quality service for women".

But a spokesman said last night that large GP practices would not be ruled out of any future expansion.

The study, which involved 900 women, looked at two sites it deemed non-traditional: Chalfont and Gerrards Cross community hospital, and a health unit at St Mary's Hospital, London.


These were compared with three existing sites, one of which was a London clinic run by the British Pregnancy Advisory Service, which allows women to complete their abortion at home once they have received the second dose of drugs under supervision in the clinic.


Ann Furedi, chief executive of BPAS, which performs almost 13,000 early medical abortions a year, said it had adopted a policy of allowing women to go home after the second dose but it worried about them developing symptoms in transit.


While no women in the study suffered serious complications, about one in 1,000 women needs a blood transfusion after an abortion.


Mrs Furedi argued that women should be able to take the second dose at home themselves, after receiving instruction from a trained professional, but conceded that this would take a change in the law.


However, Tory MP Nadine Dorries, who yesterday launched a fresh drive to cut the upper limit for abortions from 24 to 20 weeks, said: "Some of the girls who will be taking this tablet will be as young as 14 or 15 and what we'll be asking them to do is to go home and take this tablet, to experience pain like they've never known before, to bleed like they've never understood before and then to flush their own abortion down the toilet. ( what about the pain and suffering these 14 year olds have if they have a kid)


"I think that can only be scarring for a young girl and I think young girls need to be in a place where they can receive the assurance and the counselling and some kind of support.
